The Governing Council Scientific Functions:
  1. To identify research priorities and problems pertaining to the area concerned, as well as appropriate methods for their solution;
  2. To recommend coordinated research programs and related activities pertaining to the area concerned, which shall be undertaken through the national efforts of the participating Contracting Parties;
  3. To promote and facilitate the exchange of scientific data, information, and personnel;
  4. To consider requests to develop scientific advice pertaining to the area concerned;
  5. To organize scientific symposia and other scientific events; and
  6. To foster the discussion of problems of mutual scientific interest.
The Governing Council Administrative Functions:
  1. To adopt and, if necessary, amend the Rules of Procedure and Financial Regulations of the Organization;
  2. To consider and recommend amendments to the Convention;
  3. To adopt the annual report of the Organization;
  4. To examine and adopt the annual budget and financial accounts of the Organization;
  5. To determine the location of the Secretariat;
  6. To appoint the Executive Secretary;
  7. To maintain contact with other relevant international organizations; and
  8. To manage the activities of the Organization.
